Ackerman Deputy Administrator SUBJECT: Proposed Rule for 1996 Crop Year Prevented Planting Coverage BACKGROUND: The Federal Crop Insurance Corporation (FCIC) proposes to revise prevented planting coverage by amending the following regulations: General Crop Insurance Regulations, Hybrid Sorghum Seed and Rice Endorsements; Hybrid Seed Crop Insurance Regulations; Common Crop Insurance Regulations, Small Grains Provisions, Cotton Provisions, Extra Long Staple Cotton Provisions, Sunflower Seed Provisions, Coarse Grains Provisions. This change is intended to expand prevented planting benefits beginning with crop year 1996 spring-planted crops. SUMMARY: Please review the attached advanced copy of the Proposed Rule which was placed on file for public inspection with the Federal Register today. Comments must be received by the cut-off date provided for in the published Federal Register version of this rule.
