SUBJECT: Extension of Date to Submit Amendment No.1 to the 1998 SRA

BACKGROUND:

On June 30, 1998, the Risk Management Agency (RMA) issued Manager's Bulletin
MGR-98-018 which required all participating reinsured companies to sign and submit
Amendment No. 1 to the 1998 Standard Reinsurance Agreement (1998 SRA) by July 10, 1998. 
This amendment revises current provisions of the 1998 SRA governing administrative and
operating (A&O) expense subsidy, administrative fees, and loss adjustment expense
reimbursement provisions effective for the 1999 reinsurance year as required by the Agricultural
Research, Extension, and Education Reform Act of 1998.  The amendment also provides the
amount of A&O expense subsidy for coverage levels greater than 75 percent as authorized by the
Federal Crop Insurance Corporation Board of Directors on May 5, 1998.  The crop insurance
industry recently requested additional time to sign and submit the amendment so that issues
regarding its implementation may be discussed and clarified.

ACTION:

To allow time for the discussion and clarification requested by the crop insurance industry, RMA
will extend the deadline for signing and submitting Amendment No. 1 until July 29, 1998. 
Failure to execute the amendment by July 29, 1998, will terminate your SRA as of the end of the
1998 reinsurance year (June 30, 1998).  The bulletin number under which this bulletin is issued
also corrects an error in the sequence of Manager's Bulletins.
