SUBJECT: Submission of Marketing Agreements and Endorsements

BACKGROUND:

During November 1997, the Sacramento Compliance Field Office (SCFO) requested all
reinsured companies to submit any active marketing agreements and endorsements with producer
groups or associations, farm cooperatives, and/or processors.  This information was requested to
determine program compliance with Federal Crop Insurance Corporation (FCIC) policy and
procedures.  The Risk Management Agency (RMA) has determined that all such agreements or
endorsements should continue to be submitted to ensure program integrity.

ACTION:

In accordance with Section V.H. of the Standard Reinsurance Agreement, all active marketing
agreements and/or endorsements with producer groups or associations, farm cooperatives, and/or
processors shall be submitted to RMA.  If you complied with the SCFO's November 1997
request, it will only be necessary to update your submission with any agreements or
endorsements which have been renewed or executed as of September 1997.  RMA has
recommended to the FCIC Board of Directors that management controls over such agreements
and endorsements should be strengthened.  This request will begin to address that
recommendation.
