SUBJECT: Payment of Administrative Fees Under the Current Nursery Crop Provisions
         (96-056) for the 1999 Crop Year

BACKGROUND:

The Agricultural Research, Extension, and Education Act of 1998 provides that the
administrative fee for Catastrophic (CAT) Risk Protection Coverage ". . . shall be paid by the
producer on the date that premium for a policy of additional coverage would be paid . . . ."  

The Nursery Crop Provisions (96-056) requires payment of premium in three installments.  The
Risk Management Agency (RMA) has received questions as to when CAT fees should be paid,
as well as requests to simplify the procedure in order to avoid confusion and unnecessary costs. 

ACTION:

For the 1999 crop year, all administrative fees for CAT, limited, and additional coverage
under the Nursery Crop Provisions (96-056), will be due and payable in a single installment on
April 1, 1999.
