RFA for Community Outreach and Assistance Partnership Partnerships
The Risk Management Agency (RMA) announces the availability of approximately $3.5 million for
partnership agreements that will fund outreach projects to provide information and training to
women, limited resource, socially disadvantaged and other traditionally under served producers.
CLOSING DATE: The closing date and time for receipt of an application
is 5:00 p.m. EDT on August 1, 2003. Applications received after the deadline will not be
evaluated by the technical review panel.
A complete application package for the Community Outreach and Assistance Partnership
Program should contain the following items and should comply with the guidelines outlined in
the Federal Register Notice. Instructions for each of the OMB forms are included as the
last page of the document.

submitted to RMA must contain the following:

- OMB Standard Form 424A -
Budget Information, Non-Construction Programs
- Budget Narrative
- A "Statement of Non-financial Benefits" that demonstrates that the applicant will receive
a non-financial benefit as a result of a partnership agreement. Non-financial benefits must
accrue to the applicant and must include more than the ability to provide employment income to
the applicant or for the applicant's employees or the community.
