RMA performs civil rights reviews to determine industry's overall compliance with Title VI of the Civil Rights Act or 1964, which prohibits discrimination against person(s) based on race, color, or national origin in programs or activities, receiving Federal financial assistance. RMA performs reviews annually on its Approved Insurance Providers and Partnership Agreement Holders. Reviews are conducted through interviews and document reviews at both headquarters and field offices.

The civil rights review:

  • Measures the effectiveness of RMA's Civil Rights programs within industry,
  • Determines the extent that industry partners understand and comply with their Civil Rights responsibilities,
  • Identifies Civil Rights deficiencies, and
  • Provides assistance and guidance for fulfilling Risk Management's Civil Rights goals and objectives.

RMA handles civil rights complaints in accordance with USDA regulations. Please e-mail the RMA Civil Rights and Outreach staff.

For additional information, please contact, Iris Snowden, Equal Opportunity Specialist, at 202-720-9837.

RMA has a unit of approximately 5 civil rights investigators who perform fact-finding investigations to address civil rights complaints.
