The goal of the Risk Management Agency (RMA) Office of Civil Rights (OCR) is to make Civil Rights and outreach an integral part of all RMA activities. OCR is committed to ensuring equal employment opportunity and equal access in all aspects of RMA programs and services without regard to race, color, national origin, religion, sex, age, marital and parental status, genetic information, political affiliation and disability (not all bases apply to all programs).

Our primary focus is to formulate, administer, and evaluate programs and activities under Title VII (prohibits employment discrimination) and Title VI (programs receiving federal financial assistance from RMA) of the Civil Rights Act. We actively engage in outreach to ensure that all customers and potential customers, including small, limited resource, and other socially disadvantaged farmers and ranchers, have the opportunity to participate and have equal access to all RMA/USDA programs and services.
